Of course it's intentional! The current administration is not dumb. The damage is deliberate. They are knowingly harming the intellectual competence of children. The purpose is to render them incapable of leading meaningful, useful lives without near total dependence on the state. Damaging the economy in order to limit economic opportunities fit right in.
